Registration Criteria
Before a horse is registered it must satisfy all registration requirements under the Rules of Racing, including the following criteria:
  • The criteria for registration of an unraced or raced horse to race at Race Meetings in Singapore shall from time to time, be determined by the Singapore Turf Club.
  • The criteria for registration of an unraced or raced horse to race at Race Meetings in Malaysia shall from time to time, be jointly determined by the Associated Clubs in Malaysia.
  • A written notification on the registration criteria, and any changes thereto, shall be submitted to the Secretary of the Association.
  • The Association shall, from time to time, issue notices in respect of these registration criteria, and any changes thereto. In addition, the Association shall, from time to time, issue notices in respect of requirements for registration of horses with the Association.
  • All horses to be registered in Singapore/Malaysia for racing at Race Meetings must undergo a uniform and independent veterinary examination prior to their importation. The veterinary certificate attesting the fitness and soundness of the horses to race must be provided before such importation.
  • At the end of each calendar year, any horse above the age of 6 years at that time and with a rating of 21 points or below shall be deleted from the Classification List and de-registered by the Association.
  • The Committee reserves the right at its absolute discretion to grant an exemption from the regulations relating to registration and de-registration in exceptional circumstances. The decision of the Committee shall be final and no appeal against the decision shall be permitted.
CRITERIA FOR IMPORTATION OF AN UNRACED OR RACED HORSE INTO SINGAPORE
  • Before a horse is imported, it must satisfy all registration requirements under the Rules of Racing, including the following criteria:
    • An unraced horse must:
      • not be more than three (3) years old at the time of arrival in Singapore; and
      • have been broken in.
    • A raced horse must:
      • not be more than six (6) years old at the time of arrival in Singapore;
      • have qualified in a race run on the flat; and
    • A raced horse must:
      • Countries which have adopted the World Thoroughbred Racehorse Rankings (WTRR) - be rated a minimum rating equivalent to fifty five (55) points on the rating system under the WTRR at the time of arrival in Singapore; or
      • Countries which have not adopted the World Thoroughbred Racehorse Rankings (WTRR) - have won or been placed second, third or fourth in a race of sufficient value, and of comparative quality and standard to satisfy the Panel of Handicappers of the Singapore Turf Club as to its suitability for importation.; or
      • Malaysia
        • be rated Malaysia CRS 44 and above with the exception of two (2) and three (3) year-olds; and
        • have raced in the last six (6) months prior to importation.
  • Save where otherwise provided, the decision of the Singapore Turf Club on the registration of horses is final and no appeal against the decision shall be permitted.
  • Subject to an appeal to the Singapore Turf Club under Clause 4 hereunder, any previously raced horse aged more than six (6) years old, at the time of arrival in Singapore, is only eligible for registration into Class 2 and above. Such a horse must, within a period of six (6) months immediately preceding its arrival in Singapore, have been placed in the top four (4) positions in a race of sufficient value and of comparative quality and standard to satisfy the Panel of Handicappers of the Singapore Turf Club as to its suitability for importation. In addition, prior written approval must be sought from the Panel of Handicappers of the Singapore Turf Club before importation of any such horse to race into Singapore. Such prior written approval must also be obtained from the Panel of Handicappers before any appeal under the MRA Rules of Racing and Regulations can be made. For the avoidance of doubt, satisfaction of the above criteria does not guarantee registration.
  • The Singapore Turf Club reserves the right to grant an exemption from the importation criteria for Singapore relating to registration and de-registration in exceptional circumstances. The decision of the Singapore Turf Club shall be final and no appeals will be entertained.
  • All horses to be imported into Singapore must undergo a uniform and independent veterinary examination prior to their importation. The Veterinary Certificate attesting the fitness and soundness of the horses to race must be provided before such importation.
Criteria for registration of an Unraced or Raced Horse to race at Race Meetings in Malaysia
  • Before a horse is imported, it must satisfy all registration requirements under the Rules of Racing, including the following criteria:
    • An unraced horse must:
      • not be more than four (4) old at the time of arrival in Malaysia; and
      • have been broken in.
      • A four (4) year old must pass a 1000-metre gallop trial in its country of origin, a full veterinary and radiography examination attesting to its fitness and soundness to race within sixty (60) days prior to importation date.
    • A raced horse must:
      • not be more than six (6) years old with the exception if the horse is from Singapore and is seven (7) years old at the time of arrival in Malaysia
      • have qualified in a race run on the flat; and

        • Countries which have adopted the World Thoroughbred Racehorse Rankings (WTRR) - be rated a minimum rating equivalent to fifty (50) points on the rating system under the WTRR at the time of arrival in Malaysia; or
        • Countries which have not adopted the World Thoroughbred Racehorse Rankings (WTRR) - have won or been placed second, third or fourth in a race of sufficient value, and of comparative quality and standard to satisfy the Panel of Handicappers of the Associated Clubs in Malaysia as to its suitability for importation.; or
        • Singapore
          • be rated CRS 29 and above in Singapore with the exception of two (2) and three (3) year-olds;
          • be of non-bleeder status; and
          • must pass a 1000-metre gallop trial and veterinary examination attesting to its fitness and soundness to race or had raced and had passed the post-race veterinary examination in Singapore within sixty (60) days prior to importation date.
  • Subject to an appeal to the Associated Clubs in Malaysia under MRA Regulation 13.8, any previously raced horse aged more than six (6) years old, at the time of arrival in Malaysia, is only eligible for registration into Class 2 and above. Such a horse must, within a period of six (6) months immediately preceding its arrival in Malaysia, have been placed in the top four (4) positions in a race of sufficient value and of comparative quality and standard to satisfy the Panel of Handicappers of Malaysia as to its suitability for registration. In addition, prior written approval must be sought from the Panel of Handicappers of Malaysia before importation of any horse to race in Malaysia. Such prior written approval must also be obtained from the Panel of Handicappers of Malaysia before any appeal under the MRA Rules of Racing and Regulations can be made. For the avoidance of doubt, satisfaction of the above criteria does not guarantee registration.
  • The Malaysia Turf Clubs reserves the right to grant an exemption from the importation criteria for Malaysia relating to registration and deregistration in exceptional circumstances. The decision of the 3 Malaysia Turf Club shall be final and no appeals will be entertained.
  • All horses to be imported into Malaysia must undergo a uniform and independent veterinary examination prior to their importation. The Veterinary Certificate attesting the fitness and soundness of the horses to race must be provided before such importation, and the medical history of such horse shall be provided to the Official Veterinary Surgeons of the receiving Club.
